Karl Kilgore, PhD

Karl has over 30 years of experience in health economics, epidemiology, outcomes-based marketing, and disease registries. His expertise includes social drivers of health, risk adjustment, and real-world outcomes of novel therapies, particularly in oncology. At Inovalon, he leads the development of its social drivers of health data warehouse. Previously, he was Senior Research Scientist at Avalere Health and VP of Research at Cetus Group. Karl holds a PhD in Psychology from the University of Chicago, specializing in epidemiology, statistical analysis, research methods, and psychometrics.

Scott Bilder, PhD
Director, Research Science and Advanced Analytics, Inovalon


Scott leads comparative effectiveness, HEOR, performance improvement, and risk adjustment studies at Inovalon. His expertise spans health services research, pharmacoepidemiology, healthcare quality, and psychometrics, with a focus on insured youth and elderly populations. Previously, he held research and analytics leadership roles at IQVIA and Rutgers University, where he also taught statistics and research design. He was a market research manager at Lucent Technologies. Scott holds an AB in psychology from Albright College and an MS and PhD in applied statistics and psychometrics from Rutgers University.
